Competition for Suncheon New City Hall, South Korea

Basic plan direction (design intent and idea)
Concept is based on three main postulates.
Forming of a strong pedestrian relationship between Suncheons two riverbanks. With Suncheon Highline - insinuation of peculiar city axis. The East-West axis. A Zig-Zag continuity of wooden pedestrian bridges through the reed fields is an impressive motive of Suncheon tradition. (Sinseong-ri Reed Field)
< >Having that in mind, programs of City Hall, City council and Culture Station are to be observed as functional and social vertebrae of Suncheons Highline. A constant insistence on urban and social character of the concept does not allow it to be boastful. The city hall must be representative but, in any case, not boastful. The officiality of the northern square is to be conjugated– permeated with the unofficially of the southern square.
The essential communication and work zones of all three programs are to be absolutely open to citizens and visitors of Suncheon. The 24 Hours regime is to be provided alongside with the official working regime of 9 Hours.
The essence of a contemporary City Hall is to humanizes its administrative character to an extent of spontaneous implementation in everyday life.

Suncheon Highline:
Suncheon Highline is a pedestrian communication that connects the two riverbanks. From the ramp along the North Square, across the ridge on the South Square, it connects the Culture Station, the existing Suncheon Cultural Center, the crossroad on the right riverbank, the waterfall, the tunnel by the waterfall and the settlement in the hinterland.
